CVS 40% off one full priced item coupon not working

I'm trying to buy one can of CVS baby formula which is full price at $33.99 but when I go to check out, it won't let me apply the digital "40% off one full priced item" coupon.

The system did auto apply:

• 20% off CVS Health brand benefit for ExtraCare Plus members
• $1 off CVS HEALTH Baby Care product

Is it because of these "discounts" that it isn't recognizing it as a full priced item? If so, is there a workaround?

The 20% off all CVS health brand items is automatically applied and can never be removed since it is from my insurance being with CVS caremark.. in the past I remember the system just correctly recognized that 40% > 20% and overrode the price to only apply the 40% discount and just ignored the 20% member discount.

If it is the $1 off, that can not be removed either, unless maybe I buy a small $2 item to "redeem" it?? TIA
