Walgreens Cash $7/$25 promos done multiple times

I currently have a spend $25 on oral care products, get $7 (probably a part of the ongoing savings event this week).

I would like to buy three of these, currently with "spend $10 on Listerine get $5", or $15 back (via Walgreens Cash) on three.

I think I should also get the spend $25 get $7 deal. But the Walgreens app only says that the estimated Walgreens Cash total I would receive is $15.

What am I missing here?
