Publix digital coupons.

Any ideas of why my dad's account would have over 100 less coupons available then my account? He hasn't used that many, he lives on the same block as me and goes to the same Publix. I keep trying to tell him about the best coupons and he can never find them. Comparing accounts side by side he does not have any of the best ones, BOGO, B2G1 or free items. I don't get it, unless it is because I have had my account for a long time, I get better coupons? Thanks for any input.
